Schemes Undertaken

Information regarding Schemes/projects/works

Centrally Sponsored Schemes/State sector under Operation:

1.       Assistance to States for Control of Animal Diseases (ASCAD):

The scheme is funded by Department of Animal Husbandry, Dairying & Fisheries, Government of India on 75:25 basis (75% Central Share and 25% State Share). Following Components are taken up under the Scheme:

§  Vaccination against Foot and Mouth Disease (FMD), Peste Des Petits ruminants (PPR), Sheep Pox (SP) and Clostridial infestations.

§  Strengthening of Disease Diagnostic Laboratories.

§  Training Programme for Veterinarians and Para Vets.

§  Organization of District/ Block level Awareness Camps for breeders.

§  Monitoring and Surveillance.

 

2.   Rashtrya Krishi Vikas Yojna (RKVY):

The scheme is funded by Ministry of Agriculture & Cooperatives, Department of Animal Husbandry, Dairying & Fisheries, Government of India (100% Centrally Sponsored). Salient features of the Scheme are:

§  Genetic Up-gradation of sheep and goats by providing quality Germplasm to the breeders.

§  Employment Generation through Organized Sheep and Goat Farming on participatory mode and Machine Shearing cum Training Programme.

§  Strengthening/ Creation of Infrastructure including establishment of Polyclinics, purchase of camp equipments, solar lanterns, tractors for farms, etc.

§  New Initiatives for Skill Development by organizing Study tours of Farmers.

§  Increased Fodder production by providing Fodder Seed Mini-Kits.

 

3.  Integrated Development of Small Ruminants and Rabbits(IDSRR):

   The scheme is funded by Ministry of Agriculture & Cooperation, Department of Animal Husbandry, Dairying & Fisheries, Government of India (100% Centrally Sponsored). The scheme is being implemented in State   w.e.f. 2010-11 onwards. The salient features of the Scheme are:

§  Creation of Venture Capital Fund to foster area/ cluster based integrated Development as a viable commercial activity.

§  Strengthening of infrastructure, human resource, institutions and rearers’ organizations for rapid improvement of these species.

§  Developing a skill pool of NGOs for taking up development projects on PPP mode.

§  Resource mapping in identified districts for sheep, goat & rabbit in terms of raw material source as well as consumption pattern and potential.

4. Schemes Undertaken under IDSRR:

1.          Organized Sheep and Goat Farming (Credit linked, funding through NABARD):

§  Scheme to be implemented during remaining period of 11th FYP in all districts of State.

§  Beneficiaries shall be SHGs, individuals, unemployed youth, preference to women, SCs and STs.

§  NGOs selected by NABARD shall identify beneficiaries; act as facilitators for training of beneficiaries and sponsorship of cases to banks.

§  Provision of Sheep/ Goat rearing units of 25 ewes/ does + 1 ram/ buck at estimated cost of Rs. 1.00 lacs where backend subsidy of 33.33% shall be provided & margin money 10% (Rs. 0.10 lac) shall be arranged by beneficiary & Rs. 0.90 lac shall be Bank Loan.

§  Provision of Sheep/ Goat breeding farms of 500 ewes/ does + 25 rams/ bucks at estimated cost of Rs. 25.00 lacs where backend subsidy of 33.33% shall be provided & margin money 25% (Rs. 6.25 lac) shall be arranged by beneficiary & Rs. 18.75 lac shall be Bank Loan.

EMPLOYMENT GENERATION SCHEMES UNDER STATE SECTOR

A. State Sector- Mini Sheep Farm Scheme (50 Ewes+ 2 Rams)

Description
  • Establishment of credit linked Mini Sheep Farms of 50 Ewes and 2 Rams at cost of Rs. 2.38 lacs for unemployed youth of State.
  • Margin Money of Rs. 0.38 lacs to be born by beneficiary.
  • Rs. 2.00 lacs credit through J&K Bank
  • Back-ended subsidy of Rs. 0.60 lacs to be paid by Sheep Husbandry Department to concerned branch of J&K Bank.
  • Employment Generation for two persons on establishment of unit.
Beneficiaries Small marginal farmers, Agriculture labourers, entrepreneurs and unemployed youth of State.
Benefit type Rs. 0.60 lacs back-ended subsidy
Eligibility criteria
  • Possession of minimum wherewithal viz. land, grazing rights, etc.
  • Experience/ knowledge of trade
  • Willingness to undergo mandatory training in management, record-keeping etc.
  • Willingness to invest margin money.
How to avail

·Interested beneficiaries to apply to District Sheep Husbandry Officer Udhampur/Block Veterinary Officer Sheep Husbandry of concerned Block.

  • Selection of beneficiaries by committee under Chairmanship of Additional District Development Commissioner.

 B. Establishment of 25 ewes/does units on participatory mode -Centrally Sponsored – Rashtrya Krishi Vikas Yojna (RKVY)

Description
  • Establishment of Sheep and Goat units of 25 ewes and 1 ram & 25 does + 1 buck at a cost of Rs 1.40 lac per unit  for unemployed youth of Jammu division.
  • Unit to be provided on loan under participatory mode, wherein from third year onwards, 5 Ewes/ Does are retrieved from the beneficiary for subsequent 5 years.
  • Retrieved livestock is utilized for establishment of further units of 10 ewes /Does ( each unit)
  • Employment Generation for one person on establishment of unit.
Beneficiaries Small marginal farmers/ unemployed youth of State.
Benefit type 25 Ewes/ Does to be provided to beneficiaries on loan which are retrieved from beneficiaries in subsequent years.
Eligibility criteria
  • Possession of minimum wherewithal viz. land, grazing rights, etc.
  • Experience/ knowledge of trade
  • Willingness for retrieval of livestock in 5 years starting from 3rd year onwards on affidavit duly attested by First Class Magistrate.

 C. Establishment of Sheep/Goat units of 25 ewes/does + 1ram/buck rearing units & 500 ewes/ does + 25 Rams/ Bucks breeding units under Centrally Sponsored – Integrated Development of Small Ruminants and Rabbits (IDSRR)

  • Scheme to be implemented in all districts of State.
  • Identification of beneficiaries by identified NGOs/ Department.
  • Training of the beneficiaries in organized sheep and goat rearing.
  • Establishment of Credit linked Sheep/ goat rearing units of 25 ewes/ does & 1 ram/ buck at a cost of Rs. 1.00 lacs for unemployed youth of State.
  • Establishment of Credit linked Sheep/ goat breeding units of 500 ewes/ does & 25 rams/ bucks at a cost of Rs. 25.00 lacs for unemployed youth of State.
  • Margin money 10% & 25% for rearing and breeding units respectively to be born by beneficiary.
  • Rs. 0.90 lac & 18.75 lacs credit/ loan through identified Banks for rearing and breeding units respectively.
  • Back-end subsidy of 33.33% to be extended by NABARD to concerned branches of Banks.
Beneficiaries
  • Individual farmers, Self Help Groups (SHGs) for rearing units. Preference for traditional shepherds, women, SCs and STs.
  • Individual farmers, NGOs, entrepreneurs for breeding units.
Benefit type  33.3% Back ended subsidy to be extended by NABARD
Eligibility criteria
  • Possession of minimum wherewithal viz. land, grazing rights, etc.
  • Experience/ knowledge of trade
  • Willingness to undergo mandatory training in management, recordkeeping etc.
  • Willingness to invest margin money.

  • Selection by NGOs/ Service area banks
  • Sanction of cases by SLSMC headed by Commissioner Secretary to Government Animal/ Sheep Husbandry Department, J&K.
