Department Citizen Charter 

  • Department Vision , Mission & Main Objectives: The District Statistics and Evaluation office have been entrusted with the job of collecting primary data at district level through various modes viz. Evaluation Studies, Surveys and data from various offices. The office is also entrusted with the job to provide secondary data to all the other offices of district, researchers etc. by way of printing various publications.

Publications:  

This office is engaged in co-ordination of statistics of all sectors at district level and maintenance thereof.  The data is collected from all the district/Sectoral offices and are fed to the Directorate of Economics & Statistics, besides, presenting the same in the following publications at the district level:

  1. District Statistical Handbook
  2. Constituency wise Village Amenity Directory (VAD)
  3. District Economic Review
  4. District at a Glance
  5. Block Statistical Handbook

  This office is required to conduct minimum of four studies annually.  Two of the studies are assigned by the State Level Evaluation Committee and the other two by the District Development Commissioner Udhampur.

Surveys:

  1. National Sample Survey (NSS):

The National Sample Survey (NSS) is one of the oldest continuing household sample surveys. The survey is conducted on a regular basis by the DSEO. Primarily data are collected through nation-wide household surveys on various socio-economic subjects Field work, scrutiny and data punching is done at district level and the rest in the Directorate Office. Presently, for the financial year 2020-21, recently 78th round of NSS was completed.

  1. Index of Industrial Production (IIP):

The Index of Industrial Production (IIP) is an index  which details out the growth of various sectors in an economy such as mineral mining, electricity and manufacturing. We here in Udhampur District deal only with the manufacturing sector.  The IIP data at district level from industrial units is collected on monthly basis and submitted to the Directorate Office.

  1. Improvement of Crop Statistics (ICS):

This office collects data on rural as well as urban areas and plays a significant role in the improvement of crop statistics through supervision of the area enumeration and crop cut surveys of the State/UT agencies. The supervision on field work for qualitative improvement in Agricultural Statistics is carried out through well-organized sample survey under Improvement of Crop Statistics (ICS) Scheme.

  1. Annual Survey of Industries (ASI):

ASI is the principal source of industrial statistics in India providing information on important characteristics of registered manufacturing sector. ASI is considered as the most comprehensive and reliable source of organised manufacturing sector data providing disaggregated industry specific details of production, investment, employment and costs. It does not cover unorganised or unregistered or informal sector enterprises. Information collected by the field functionaries by visiting the industrial units allotted by DG E&S and subsequently the information thus compiled being submitted to the higher authorities. Presently, 2 nos. of units are allotted to us for ASI(2019-20).

  1. Input Survey –Agricultural Census:

Agriculture census (Input Survey) is conducted at five yearly intervals to collect and derive quantitative information about structural characteristics of operational holdings. It relates to collection of data on pattern of input use (fertilizer, irrigation, seed, and pest management), agriculture credit, size of the household, age and educational level of the holders, multiple cropping, across various crops, States and size group of holders. The data so collected has been submitted to Financial Commissioner Revenue. Recently, 9th Input Survey 2016-17 (10th Agriculture Census) has been conducted in 2019-20.

  1. Knowledge Attitude and Practice (KAP) Survey:

This office also conducts KAP (Knowledge, Attitude and Practices) survey assigned by Chief Electoral Office. This survey is conducted in two parts‐ Baseline Survey ahead of the General Election and End line Survey immediately following the election.

 

Vital Statistics:

Civil Registration/Vital Statistics is a Programme in terms of Registration of Births and Deaths Act 1969. At district level, Chief Medical Officers and District Statistics and Evaluation Officers are the District Registrar and Additional District Registrar of Births and Deaths.  SHOs are the Registrars in rural areas and Chairman Town Area Committees/Notified Area Committees are the Registrars in urban areas, Chowkidars and Sanitary Supervisors are the Record keepers/Notifiers in rural and urban areas respectively. This office is responsible in getting the monthly returns from Registrars and expedited those to the Direction office, where the data are tabulated and issued in the form of Annual Bulletin of Vital Statistics.

Price Statistics:

Changes in the prices of goods and services affect different segments of the population differently. Thus measuring prices and their rate of change over time has become crucial to almost every economic issue, from the conduct of monetary policy to measuring inter-temporal and inter-regional economic progress. DSEO collect the primary data on prices for varied purposes from the designated shops of the Market. 

The data related to peak harvesting of agriculture commodities for State Domestic Product (SDP) is also collected by this office.

Census:

This office is involved in all types of censuses viz. Population Census, Economic Census, Socio Economic Caste Census etc. conducted by the UT and the Central governments.

Physical Verification:

This office also conducts 100% physical verification of the works executed by the different departments under UT sector and District sector.
