The basic  process of the scheme was initiated in the year 2008-09 by evolving a New Common Guidelines  for watershed development projects 2008, issued by Govt. of India.      A new programme namely Integrated Watershed Management  Programme (IWMP)  with common guidelines issued by Govt. of India is being  introduced in the district on 90:10 basis . under new scheme (IWMP), the funds both under Central share as well as State share shall be released by the State Level Nodal Agency (SLNA). Under new scheme a separate Watershed Cell cum Data Centre (WCDC) is to be established at District Level under the chairmanship of District Dev. Commissioner and the Project Officer DPAP designated as Project Manager has to monitor the day to day working of the WCDC. The composition of  the WCDC shall be one Technical Expert, one Accountant, and one Data Entry Operator to be engaged purely on Contractual basis by the SLNA. Similarly, at Project Level, the Watershed Dev. Team (WDT) of three members shall also be constituted by engaging contractual staff by the SLNA. After the WDT is constituted, it would be its duty to form Watershed Dev. Committee’s  in the approved watersheds and undertake the basic line survey, identification of works, preparation of Detailed Project Reports (DPRs) etc. under the overall supervision of Project Manager, IWMP (PIA).
